First, yes, deliberately violating the laws of your community is sinful in itself (unless the laws themselves are so unjust that obeying them would be sinful, and that’s not a judgment to be made casually).
Second, to quote the Catechism of the Catholic Church directly: 2291 The use of drugs inflicts very grave damage on human health and life. Their use, except on strictly therapeutic grounds, is a grave offense. … and marijuana is pointedly not exempted from that injunction.
The main point is not whether or not you agree, but whether or not you can believe that these people (the characters) believe it.
