I think the most important thing to keep in mind regarding Natalie is what she herself observed: she is still in the process of becoming whatever it is that she will be. Neither she, nor we, can do much predicting along those lines.
Still, her thinking is — at least for now — still primarily machine-based. When she says he will be disappointed in his wish, she is noting that she has no reason to accommodate him in it. When she adds Probably, it is an acknowledgment that her future is still unfolding, and might contain turns that she has not foreseen.
At this point, the internal narrative makes it clear that Dustin is neither a Watcher nor functioning as one. Whether things might move in that direction … if the post-“Chosen” Buffy crew is willing to let Andrew serve in such a capacity, they wouldn’t necessarily blackball someone just for being an opportunistic punk, so it can’t be ruled out. That’s not my own sense of where things are going, though.
